With reference to India Office letter E and 0.

1581/40 of the 4th April, on the subject of the detention by

the Japanese authorities of various British registered ships,

I am directed by Viscount Halifax to transmit for the

information of the Secretary of state for India a copy of

a telegram which has been despatched to His Majesty's

Ambassador at Tokyo.

I am also to enclose a copy of a memorandum on

the seizure of the s.s. Dholera, together with a copy of

Canton despatch No.92 of the 4th July, 1939.
